BMX Bike Track in Raleigh?

According to the ECAC Chair, Mark Turner:

No More Tethering! Thank you Raleigh!

The city of Raleigh has finally joined the other animal friendly cities across the United States by passing the Anti-Tethering Law. The law goes into effect tomorrow, July 1st,  and will not allow people to tether their dogs for longer than a three (3) hour period during a 24 hour stretch.
